Mr. Joseph Mucheru MBS, Is Cabinet Secretary in the Ministry of Information and Communications. He is a former Google Sub-Sahara Africa Lead based in the Google Nairobi office. He was Google's first Sub-Saharan employee and was key to setting up of Googles presence in Africa from 2007. Before joining Google he worked at Wananchi Online, a company he co-founded in 1999, in various roles at the company including Chief Technology Officer and Chief Executive Officer. He attended the Business Executive Programme from Stanford University Graduate School of Business in 2008. He holds a (B Sc. (Hons)) in Economics & Computer Science from City University London. He was awarded the Moran of the order of the burning spear in December 2010 by the President of the Republic of Kenya, Mwai Kibaki. He is a member of Africa Leadership Network, The National Prayer Breakfast, and the East African Business Summit.

Paul Roy OwinoPaul Roy Owino CISA, CISM, CISSP, is the current President ISACA Kenya Chapter. Paul has over 8 years’ experience in security, software development and technology entrepreneurship in Sub-Saharan Africa. He holds a BSc and MSc degree in Computer Science. Paul also holds the following credentials: CISA and CISM from ISACA; and CISSP from (ISC)2, both headquartered in the United States. He is the Founder & CTO Proo Labs.

 

 

 

Auditor General Edward OukoEdward Ouko is the Auditor-General of the Republic of Kenya. He was appointed the Auditor-General on 27th August, 2011. He is a Fellow Member of the Institute of Chartered Accountants of England and Wales (FCA) and is a Council Member of the Institute representing Africa. He is also Fellow member of the Institute of Certified Public Accountants of Kenya (FCPA) and holds a B.Com Degree (Hons) in Finance and Accounting from the University of Nairobi. Before his current appointment, Mr. Ouko was the Auditor-General at the African Development Bank where he directed the audit function and was also in-charge of the anti-corruption and fraud function. Mr. Ouko has over 30 years’ experience in auditing, accounting and investigations. He is currently a member of the Audit and Risk Committee of the African Capacity Building Foundation (ACBF) and a member of the Advisory Board of the Vienna- based International Anti-Corruption Academy (IACA). He is the current Vice-President of the African Organization of Supreme Audit Institutions (AFROSAI) General Assembly and he chairs the AFROSAI Technical Committee on Knowledge Sharing and Management. Mr. Ouko is a former member of Audit Committees in several UN agencies. As the Auditor-General of Kenya, Mr. Ouko has realigned the Office of the Auditor General (Kenya) to focus on its wider mandate of assuring Kenyans whether or not public funds have been used lawfully and effectively.

 

Jamie McFieDr. Jim McFie is the Director of the School of Accountancy at Strathmore University, Nairobi. He has a BA and an MA in Mathematics from Oxford University and a PhD in Accounting from Strathclyde University in Glasgow, Scotland. He is a director and the Head of the Board Audit Committee of the Standard Media Group Limited, the Chairman of Sasini Limited, and Vice- Chairman of Centum Limited, all listed on the Nairobi Securities Exchange, the Honorary Treasurer on the Board of Directors of AfriAfya, the African Network for Health Knowledge Management and Communication, and the Chairman of the Registration and Audit Quality Assurance Committee of the Institute of Certified Public Accountants of Kenya. Between 1993 and 2002 he was a Director of the Kenya Capital Markets Authority, a Member of the Kenya Value Added Tax Tribunal and a Trustee of the Kenya Corporate Governance Trust and of Jitegemee Trust. From 1974 to 1978 he worked in the Nairobi office of Ernst and Young, as an auditor and as a tax and management consultant, before becoming the training manager of the firm. Currently he lecturesand does research in financial.

 

Cathy Guo Zhen of Huawei

Cathy Guo Zhen, who joined Huawei in 2011, has more than 10-year experiences in e-government design and national ICT consultancy. She has engaged in national population management consultancy for Yemen, smart Education design for Venezuela, e -police for South Africa, smart Grid for KPLC, national ICT plan for Tunisia, etc. She has also been invited to make the presentation about e-government & ICT technologies in many conferences, such as “Mauritius Africa Partnership Conference”, “ICT4All 2014” in Tunisia, “GovTech 2014” in South Africa, “ICT4All 2015” in Tunisia, “SISIT 2015” in Senegal, “Cebit 2016” in Germany, etc.

He is an experienced Information Systems auditor and Security & Control expert. Kostja used to head Security Risk Solutions Limited, with a group of highly skilled information security experts, who specialized in information systems assurance and advisory services. His professional experience portfolio comprises work performed for both government and private sector clients. Kostja was responsible for leading engagement teams in the delivery of services in:

Offers integrated suite of e-government software that makes up a core of Smart Government. Worked on a National Roll Out Plan for Free Open Source Software for Africa (FOSSFA) This was a programme sponsored by InWent after training at the Dar -es-Salam University. Speaker, Senegal (DAKAR) on Globelics Conference on ”Sharing experience as a woman entrepreneur in ICT and FOSSFA opportunity” in 2009 courtesy of UNU -Merit. Team Finance Consultancy on the Integrated Financial Management and Information System (IFMIS) The objective of the assignment is to review and evaluate progress made in implementing the IFMIS project, with a view to identifying structural, management and policy constraints that may impede timely implementation and operationalization IFMIS. Conducted a workshop in Hargeisa Somaliland on Somaliland ICT Policy & E-Strategy. This was a ground breaking workshop sponsored by UNDP, where participants were drawn from Government, Private Sector, Academia, Media among other stakeholders.. Speaker, Government of Southern Sudan (GoSS) on E-Governance in the National ICT Strategy and Policy Workshop. Participated in the first draft and formulation of Kenya National ICT Policy in 2005. Started and headed the Computer Department, Utalii College before starting own Computer Firm, Enigma Technologies Ltd. Alfelt has a BSc.IT (Diplom) Wirtschaft Akademie Schleswig Holstein - Germany. Is a member of FOSSFA and CSK.

Dr NdiegeDr Ndiege has over 10 years of university teaching experience including 4 years in administration heading academic departments. Dr Ndiege is an active researcher and has made several contributions within the area of informatics as evidenced in his various journal publications as well as penning several contributions on the local newspapers. Dr Ndiege earned his doctoral degree in Information Systems from University of Fort Hare in South Africa. Currently, Dr Ndiege is an Asst. Professor of IS and Program Director in the School of Science and Technology at United States International University.

 

 

Evans KahuthuEvans Kahuthu is an Information Security Specialist with over 15 years’ experience in the IT industry. He works as Independent Contractor at the ICT Authority, Kenya in the area of Information Security. In this capacity, he has spearheaded the development of the National Cyber Security Master Plan and Strategy and the establishment of the National Public Key Infrastructure. Kahuthu is a Certified Information System Security Professional (CISSP) and a member of International Information Systems Security Certification Consortium (ISC) 2, and the Open Web Application Security Project (OWASP)

Stanley Manduku, CFE is a corporate generalist attorney who has substantial legal experience, knowledge and understanding of theories, concepts and approaches relevant to the administration of the information technology sector in Kenya. He holds a Master of Laws (LL.M) and a Bachelor of Laws (LL.B) (Honours) degree from the University of Nairobi. He also holds a Postgraduate Diploma in Law from the Kenya School of Law. He is an Advocate of the High Court of Kenya, with over sixteen (16) years post admission experience. He is also a Certified Public Secretary, a Commissioner for Oaths and a Notary Public. Other than his basic training in law, he also possesses extensive training in the field of anti-corruption, ethics, integrity and the governance of the information technology sector. He is also a Certified Fraud Examiner having been so admitted by the Association of Certified Fraud Examiners, USA.

 

 

Jona OwittiJona Owitti, CISA, has 30 years of practical and diverse experience in the areas of Information Security, covering primarily Information Systems (IS) auditing, including business continuity audits; risk; control; IT governance and assurance. During the last 27 years, Mr. Owitti has performed, supervised and managed several IS audit, risk, and IT security-related professional assignments in over thirty (30) countries across the globe; covering Africa, The Americas, Asia, Australia/Oceania, and Europe. The global assignments, including attendance of many professional courses, conferences and meetings, have enabled Mr. Owitti to gain extensive international and professional experience – hence, a remarkable exposure to various cultures, diversities, and traditions across the world. Mr. Owitti is a founder of ISACA Kenya Chapter and a past-President of the Chapter. He is the current Membership Director and a Board Member of the Chapter. Jona is also the Chief Trainer for the Chapter. He is a past-Member of Chicago- based ISACA International Chapter Support Committee – USA. Apart from ISACA-related responsibilities, Jona is a former Regional IT Audit Manager (Africa, Middle East and Pakistan Region) at Chevron Corporation; and a former civil servant in the Government of Kenya. Mr. Owitti is a frequent speaker at various National and International Conferences, such as events organized by ISACA – Kenya; The Institute of Certified Public Accountants of Kenya (ICPAK) – Kenya; The Institute of Internal Auditors (IIA) – Kenya; The Ethics & Integrity Institute – Kenya; MIS Training Institute – United Kingdom; and The Institute of Certified Public Accountants of Rwanda (iCPAR) – Rwanda. Jona Owitti is a Certified Information Systems Auditor (CISA) . Furthermore, Jona holds a Master of Science degree in Computer Science from the University of Dundee, United Kingdom, and an honours Bachelor of Education (Science) degree in Mathematics from the University of Nairobi, Kenya.

Stanley ChegeStanley Chege has experience in governance and management. The experience has spanned IT management, internal controls, IT strategy, IT Projects and Business Process Management. He is currently the Chief Information Officer (CIO) at the Madison Group in Kenya. Stanley holds an MBA, A diploma in leadership from GIBS, a BSC degree in IT and professional certifications; MCSE, CNE, CNA, CISA, CISSP, CISM, CGEIT, CRISC, CPP, PMP, COBIT and ITIL. Stanley has helped many organizations in Africa to embrace the digital agenda and capabilities by: 

- Moving from IT organization to IT ecosystem

- Increasing IT's scope of accountability

- Moving from routine efficiency to digital effectiveness

- Moving from efficient ways of working to effective digital outcomes

Stanley has published a book titled “Information Technology (IT) Strategies and Best Practices: Practical steps for improving IT Governance in Africa”. IT Governance addresses pertinent topics for Africa namely Strategic Alignment, Value delivery; Risk management, Resource management and Performance management.
